Background

Grameen Koota issues "spot" or "emergency loans" at center meetings. These are small loans (typically 10 - 20 dollars) that are given at the discretion of the loan officer-- no loan application or formal loan approval process is needed. In a single center, as many 4-5 of these loans may be given at a single meeting. Currently, Mifos requires that each of these loans be entered into the system individually. This feature aims at speeding up the process of loan account creation for clients in a center.

Feature summary

The user should be allowed to create loan accounts for all/some clients in a center. These loan accounts will be of the same loan product instance and will be created with the same loan information (except for loan amount and purpose).

Primary flow

• User clicks on “create loan accounts in bulk”
• System: opens the filter page
• User: selects the branch, loan officer, center (or "group" if center hierarchy doesn't exist) and loan product instance type and hits search.
• System: displays the search results page with the list of approved clients in the groups under the center. Amount of loan is the default defined in loan product definition.
• User: selects the client(s) for who the loan accounts have to be created, specifies loan amount and loan purpose for each client and clicks on "Save for later" or "Submit for approval" ("Approved" if "Submit for approval" is not included in configuration).
• System: validates if the amount entered is between the min and max amounts
• System: validates that the user has permission to create loan accounts in the state that he/she has clicked.
• System: displays the confirmation page with the loan account IDs created.

Additional information

• Branch, Loan officer, center, group lists should be populated as per user’s data scope
• User should be allowed to perform this action only if his role permits him to do so. Thus a permission should be added for this activity.
• Branch drop down should have only active branches listed
• Loan officers- only active ones in the branch selected
• Centers- only active ones assigned to the LO selected.
