Project Title: MIFOS Implementation at SECDEP (St. Elizabeth Community Development Program, Inc.)

Description

Project need: SECDEP operations are mostly manual with the branches sending hard copies of daily transactions to the HO where the information is fed into MS excel to generate various operating and accounting MIS, for supervisory purposes and managerial decision making. It is evident that there are an increasing number of unsatisfied clients because of this process. Moreover, the firm plans to expand its operation to reach distant rural areas.

Project description: The purpose of this project is to implement MIFOS version for the entire SECDEP operations spanning its HO and 5 branches. Grameen Technology Center (“GTC”) identified SECDEP as a suitable ‘lighthouse’ MFI for carrying out a pilot implementation of MIFOS in the Philippines based on various criteria, including suitability of methodology, MFI size, management commitment etc.

Objective

The objectives of the SECDEP implementation are:

·         Establish the capabilities of MIFOS as an empowering technology option for Philippine MFIs

·         Arrive at a ‘standardized’ version of MIFOS that provides the features and reports most commonly required by Philippine MFIs

·         Provide SECDEP with a long-needed software solution that they can use on a sustained basis to achieve various benefits and efficiencies like a) real-time information access, b) faster transaction processing, c) faster and accurate reports, d) improved supervision, control and decision-making

 

Assumptions, constraints, and risks

Assumptions:

·         That Mifos version 1.1 release on June 2008

·         That enhancement on SECDEP data migration procedure is available, few days after the official release of Mifos 1.1

·         That all data archived in SECDEP will be retrievable if needed to backtrack

·         That only Mifos’ required data, basic client information and 2008 transactions of SECDEP will be migrated to the database.

·         That flaws identified in the Gap Analysis are resolved and/or properly addressed

·         That the budget will cover all project requirements

·         That required report customization of SECDEP is delivered at Mifos full implementation

·         That most, if not all, SECDEP personnel are trained to use the Mifos system

·         That manuals or Mifos-Enabled materials are available for references

·         That current reporting structure will enable rather than impede progress

·         That data center is in place prior to Mifos full implementation at SECDEP

·         That all parties involved are committed to the success of the project

Constraints:

·         Grameen (GTC) proposed project timeline are set and must be considered for the project

·         Mifos version 1.1 is set to be released in June 2008 and must be deliberated for the project

·         Customization of SECDEP report was identified and must be considered for the project

·         Data hosting is set to be outsourced

·         Internet connectivity in the branches was recognized as vital factor in performance

·         Project timeline and resources must conform to the set budget

Complete Excel Data for migration

Complete data in excel format for Active Clients/Active Accounts migration may not be available. In such a case, we have to migrate Active Clients only and account-level data may have to be manually entered. This may have an impact on overall schedule

 

SECDEP has been given the format for required information. Early feedback and sample data will help clarify the migration plan.

Branch-level Connectivity

Actual Connectivity at the branches does not exist as of now. 

We have verified that broadband connectivity exists at 4 of the 5 branch-locations and can be availed. At one branch-location dial-up connection exists as of now.

 

Necessary steps will be factored in the implementation plan to ensure that the provision of connectivity at branches dove-tails with the pilot branch and roll out implementations.

Redeployment of HO MIS staff to branches

MIS staff currently working at SECDEP HO is to be redeployed to branches. There may be resistance from these staff on this move

SECDEP management is taking suitable steps to ensure that there is no problem regarding redeployment. However, this issue will be finalized and settled at the training-level. 

 

 

Resources

Financial:

SECDEP project will be funded by GTC through Grameen Foundation USA. A collaborative agreement between IDEA/IDEASoft and GTC will be arrange to successfully deliver the technology solution (Mifos) to SECDEP in Iloilo City, Philippines. IDEASoft Project Management Team will lead this project, while an independent Subject Matter Expert, specializing in MFI, will coordinate functional matter to the project team.
